Transfers administration of the Private Agency Adoptions Reimbursement Program from the State Department of Social Services to county child welfare agencies, effective July 1, 2020.

Requires counties to compensate licensed private adoption agencies $8,000 for children adopted from dually licensed private nonprofit foster family and adoption agencies, and $6,600 for all other children.

Allows agencies to receive half compensation when adoptive placement agreement is signed and half at adoption finalization, or opt for full payment at finalization.

Permits counties to use any unspent reimbursement funds for additional permanency-related activities including pre- and post-permanency support for adoptions and guardianships.

Requires the State Department of Social Services to work with counties and adoption agencies to ensure smooth transition and develop standardized placement agreement language.
