Establishes a formula for maximum Cal Grant awards for students attending independent institutions of higher education, set at 80 percent of the sum of the General Fund share of California State University marginal cost of instruction plus the maximum Cal Grant tuition award at CSU, effective for the 2020-21 award year and thereafter.

Allows maximum award amounts for independent institutions to be determined in the annual Budget Act if these institutions, as a group, accept fewer than specified numbers of transfer students with associate degree for transfer commitments (2,000 for 2020-21, 3,000 for 2021-22, 3,500 for 2022-23, and an adjusted target thereafter).

Requires the association representing the largest number of independent institutions to submit annual reports to the Department of Finance and Legislature on implementation of these provisions by April 15 of each year.

Defines "associate degree for transfer commitment" as an independent institution's commitment to accept the California Community College associate degree for transfer pursuant to Section 66749.6.

Maintains the maximum tuition award for independent institutions at $9,084 for the 2018-19 and 2019-20 award years for new recipients before the new formula takes effect.
