Expands existing law to allow students in hotel management or culinary arts degree programs to taste alcoholic beverages for educational purposes, in addition to the previously allowed enology and brewing programs.

Permits qualified students (at least 18 years old) enrolled in accredited public colleges or universities to taste alcoholic beverages as part of required coursework without criminal prosecution.

Requires an authorized instructor at least 21 years of age to maintain control of the alcoholic beverage at all times during the tasting.

Prohibits academic institutions from charging fees for the alcoholic beverages tasted and exempts them from needing a liquor license to conduct these educational tastings.

Defines "taste" as drawing an alcoholic beverage into the mouth without swallowing or consuming it.
