Prohibits electronic smoking device manufacturers from advertising or promoting devices in a manner intended to encourage persons under 21 years of age to use the devices.

Prohibits advertising that is attractive to persons under 21, including use of cartoons, child-oriented characters or phrases, candy-style packaging, or the terms "candy" or "candies."

Authorizes the State Department of Public Health to assess civil penalties: $1,000 for first or second violation, $2,500 for third or fourth violation, and $10,000 for fifth violation or any subsequent violation.

Defines "electronic smoking device" to include electronic cigarettes, vape pens, cigars, pipes, hookah devices, and any components, parts, or accessories of these devices.

Defines "electronic smoking device manufacturer" to include any person or business producing or importing electronic smoking devices for sale in California.
