Authorizes the Department of Alcoholic Beverage Control to allow transfer of neighborhood-restricted special on-sale general licenses within the same neighborhood in San Francisco County, modifying the previous prohibition on transfers between premises.

Applies to five census tracts in San Francisco organized into seven groups with specific concurrent license limits ranging from two to five licenses per group.

Permits transfer of licenses only within the same neighborhood grouping as defined in subdivision (b), while maintaining the existing prohibition on transfers between counties.

Allows transfer of licenses whose premises have been destroyed by fire or acts beyond the licensee's control under existing Section 24081 procedures.

Approved by the Governor on September 27, 2019, amending Section 23826.13 of the Business and Professions Code.
