Prohibits schools from charging higher fees for transcripts or providing less favorable treatment of transcript requests because a student owes a debt.

Prohibits using transcript issuance as a debt collection tool, though schools may still charge standard fees for the actual costs of providing transcripts.

Amends Education Code Section 66022 to explicitly exclude transcripts and registration privileges from the list of institutional services that can be withheld from students in default on federal student loans.

Clarifies that no state reimbursement is required because local agencies and school districts have authority to levy service charges and fees to cover the costs of this mandate.
