Prohibits processing agencies from filing unpaid parking penalties with the Department of Motor Vehicles for collection with vehicle registration beginning July 1, 2020, unless they offer a community service option for homeless individuals.

Community service option must allow homeless persons to pay off at least 10 parking citations or $1,500 in penalties per calendar year through no more than 50 hours of community service annually, with at least 90 days to complete.

Allows homeless persons to earn community service hours by seeking or obtaining support services from social service providers or continuum of care organizations.

Requires parking violation notices and processing agency websites to include information about the community service option, including deadlines, procedures, and eligibility requirements.

Permits processing agencies to rescind a single filing of unpaid penalties for a homeless individual if they enroll in the community service option and pay a late fee of no more than $5.
