Amends Section 18285 of the Welfare and Institutions Code to expand the Child Health and Safety Fund's list of eligible programs.

Adds pedestrian safety, sleep suffocation and sudden infant death syndrome, and sports-related concussions (including heat stroke and spinal injury) to the fund's approved uses.

Fund receives money from the "Have a Heart, Be a Star, Help Our Kids" specialized license plate program and civil penalties on child daycare facility providers.

Fifty percent of license plate revenue funds the State Department of Social Services' administration of child care facility regulations, with an additional $501,000 available for other specified child safety programs.
