AB 134 - Safe Drinking Water Restoration

• Requires the State Water Resources Control Board to adopt an annual assessment of funding needs for safe drinking water that identifies at-risk water systems and prioritizes them based on public health threat severity, disadvantaged community status, population served, and technical capacity.

• Mandates regional engineers to arrange comprehensive analyses of at-risk water systems within 2 years of identification, including assessment of water sources, infrastructure, alternatives, and options for resolution or consolidation.

• Requires the board to hold public hearings within 90 days of receiving regional engineer recommendations and adopt sustainable plans for restoring safe drinking water, with authority to contract with nonprofits, water agencies, counties, cities, and private firms for implementation.

• Requires the board to create an internet-accessible map by January 1, 2021 of aquifers at high risk of contamination used for drinking water and mandate local health officers to submit water quality testing data to the board starting January 1, 2022.

• Directs the board to report to the Legislature by July 1, 2025 on progress restoring safe drinking water and develop metrics measuring fund effectiveness; requires Legislative Analyst's Office to assess fund expenditure effectiveness at least every 5 years.
