School districts must employ a minimum ratio of one social worker for every 250 pupils beginning with the 2022–23 school year.

Social workers must hold a services credential with specialization in pupil personnel services specializing in social work, or be a state-licensed social worker supervised by a credentialed pupil personnel services or administrative services specialist.

The bill imposes a state-mandated local program requiring reimbursement through existing statutory procedures if the Commission on State Mandates determines costs are mandated by the state.
