Defines "financial aid" as any loan, grant, or award based on student enrollment provided by federal/state programs, the institution, or entities to which students were referred by the institution.

Prohibits institutions from providing financial incentives (commissions, bonuses, quotas) to anyone engaged in student recruitment, admissions, awarding financial aid, or selling educational materials if those incentives are contingent on enrollment success or sales.

Prohibits conditioning employment on meeting quotas for enrolling students, securing financial aid, or selling educational materials directly to students.

Allows compensation based on the number or percentage of students who complete or graduate from programs where they were enrolled.

Makes technical changes to existing prohibitions on recruitment-based compensation and clarifies language regarding prohibited financial incentives.
