Expands eligibility for the Student Tuition Recovery Fund to include students of Corinthian Colleges, Inc. institutions who were residing in California and attending a campus on or after January 1, 2010, or who were enrolled as of June 20, 2014 or withdrew within 120 days of that date.

Broadens the definition of "economic loss" to include all cash or other consideration paid by students to institutions, all expenses related to private or government student loans, and all third-party payments including government grants made in connection with attendance.

Allows students who sought legal counsel resulting in student loan cancellation to seek reimbursement for legal services up to $500 as part of their Student Tuition Recovery Fund claim.

Makes an appropriation to fund the expanded purposes and eligibility requirements of the Student Tuition Recovery Fund.
