Establishes the Campus Free Speech Act requiring governing boards of California Community Colleges, California State University, and University of California to develop and adopt comprehensive free expression policies by January 1, 2021.

Free expression policies must include protections for student and faculty discussion, prohibition on "free speech zones," open outdoor areas as public forums, speaker invitation rights, and prohibitions on revoking speaker invitations based on content.

Requires institutions to provide disciplinary hearings with specified due process protections for students facing discipline related to expressive conduct, including right to counsel when suspension exceeding 30 days or expulsion is possible.

Mandates each public higher education segment establish a Committee on Free Expression to report annually to the governing board, Legislature, and Governor on barriers to free expression, administrative responses, and institutional neutrality challenges.

Makes institutions with non-compliant written policies ineligible for state funding except Cal Grant Program or successor student financial aid programs; applies only to religious institutions if consistent with their tenets.
