Entitles dependents of tribal firefighters killed in performance of duty to scholarship awards equal to Cal Grant amounts for higher education.

Requires employers of tribal firefighters killed in the line of duty to continue providing health benefits to the deceased firefighter's spouse unless the spouse elects a lump-sum benefit instead.
