Allows the Department of Motor Vehicles to issue Gold Star Family specialized license plates as environmental license plates beginning January 1, 2021, if requesters pay environmental and specialized license plate fees.

Directs revenue from environmental license plate fees for Gold Star Family plates to the Motor Vehicle Account within the State Transportation Fund until the DMV recovers its upfront implementation costs for the personalization program.

Requires that after the DMV's upfront costs are recovered, environmental license plate fee revenue from Gold Star Family plates be deposited into the Veterans Service Office Fund.

Exempts Gold Star Family plates issued in sequential series from standard specialized license plate fees for original issuance, renewal, and environmental fees.

Repeals the previous version of Section 5157 effective January 1, 2021, and replaces it with updated provisions governing Gold Star Family license plate fees and revenue allocation.
