Authorizes the Department of Alcoholic Beverage Control to issue a special on-sale general license to a nonprofit arts foundation operating in a former church over 100 years old, on the National Register of Historic Places, and designated as San Francisco Landmark No. 120.

Requires the nonprofit arts foundation to be exempt from income taxes under California Revenue and Taxation Code Section 23701d and Internal Revenue Code Section 501(c)(3).

Permits sales, service, and consumption of beer, wine, and distilled spirits on the licensed premises without requiring the operation as a bona fide public eating place.

Sets the original and annual license fees at the same rates as a standard on-sale general license under existing law.

Excludes the licensed premises from the definition of "public premises" under the Alcoholic Beverage Control Act.
