Amends Government Code Section 8686 to establish state funding allocation for disaster relief projects related to dead and dying tree removal.

Sets the state share for dead and dying tree removal connected to the Governor's State of Emergency Proclamation issued October 30, 2015, at up to 90% of total state eligible costs.

Maintains the existing 75% state share cap for general eligible projects and 100% state share for specified historical disasters (Loma Prieta earthquake, East Bay fire, Northridge earthquake, etc.).

Requires the state to make no allocation for project applications resulting in a state share of less than $2,500.
