Establishes a veterans' preference for state agency employment in cybersecurity positions that require background checks.

Requires the Department of Human Resources to collaborate with the Department of Veterans Affairs, Office of Emergency Services, Department of Technology, Department of the California Highway Patrol, and Military Department to establish the veterans' preference.

Mandates state agencies hiring for cybersecurity positions with background checks to apply the veterans' preference and adopt a uniform hiring policy for veterans with security clearances from the past year who left the military in good standing or were honorably discharged.

Defines "state agency" to include any state office, department, division, bureau, board, commission, or agency of the state, including the California State University.

Requests the Regents of the University of California to enact equivalent veterans' preference provisions for the University of California.
