Requires the State Department of Education, State Department of Health Care Services, and State Department of Social Services to collaborate with stakeholders to develop a statewide process for using data from CalFresh, Medi-Cal, free and reduced-price school meals, and electronic benefits transfer systems to increase CalFresh enrollment among eligible families.

Directs the three departments to examine data from the four programs to estimate how many children's families could be eligible for CalFresh enrollment and to research past enrollment increase efforts, including Assembly Bill 402 from 2011.

Requires the departments to identify and address issues such as bridging different data systems, aligning differing definitions of household composition and income, and reconciling different data verification processes across the four programs.

Mandates the departments to examine federal authorization and state law changes needed to facilitate data sharing, identify required waivers, and develop streamlined consent processes for sharing data to increase CalFresh enrollment.

Requires submission of recommendations to relevant legislative policy committees by August 31, 2020, with this requirement becoming inoperative on January 1, 2024.
