Requires governing boards of local educational agencies to establish health and safety policies and procedures consistent with federal, state, and local requirements and COVID-19-related guidelines published by the State Department of Public Health during the COVID-19 pandemic.

Requires reasonable efforts to implement and update the established policies and procedures.

Exempts local educational agencies and their officers or employees from monetary liability and lawsuits for injuries related to COVID-19 infection, transmission, or the established policies and procedures, provided they meet the requirements in the bill.

Exceptions to liability protection include claims for gross negligence, reckless misconduct, intentional misconduct, or willful and wanton misconduct; employee workers' compensation claims; and existing statutory duties regarding workplace protections and employment discrimination.

Defines "COVID-19 pandemic" as the period during which a state or local emergency declaration related to COVID-19 remains in effect.
