Deletes authorization for local agencies to require early payment of residential development fees or charges prior to final inspection or certificate of occupancy.

Eliminates exceptions that previously allowed fees to be collected early when accounts were established, funds appropriated, and construction schedules adopted by the local agency.

Removes exception for nonprofit housing developments with at least 49 percent lower-income units that previously allowed early fee collection.

Maintains existing provisions allowing local agencies to require property owners to execute contracts for unpaid fees that become liens on the property.

Preserves the ability of local agencies to defer fee collection up to close of escrow, except for school facility fees under Education Code Section 17620 et seq.
