Appropriates $500,000,000 annually from the General Fund to the Natural Resources Agency for fiscal years 2020-21 through 2030-31 for healthy forest programs that reduce greenhouse gas emissions from uncontrolled wildfires.

Requires allocation of funds for healthy forest projects in state responsibility areas and on federal lands under Good Neighbor Authority agreements, including vegetation management, mechanical thinning, and prescribed fire.

Directs funding toward local assistance grants for private landowners to improve forest conditions, public education, community wildfire risk assessments, and defensible space inspections around habitable structures.

Establishes the Small Landowner Vegetation Management Assistance Program to provide grants and loans to qualified organizations (local governments, homeowners associations, fire safe councils) for forest health and fire prevention projects.

Funds wood processing facility expansion and development to process materials removed during forest health projects into new products.
