Excludes parking offenses from the state court construction penalty of $5 per $10 (or part thereof) imposed on criminal fines, penalties, and forfeitures under Government Code Section 70372.

Excludes parking offenses from the additional county penalty of $7 per $10 (or part thereof) imposed on criminal fines, penalties, and forfeitures under Government Code Section 76000.

Repeals Section 76000.3, which previously imposed an additional $3 penalty on each parking violation and required cities, districts, and agencies to collect and transmit these amounts to the Trial Court Trust Fund.

Eliminates the authority of courts, counties, cities, districts, and issuing agencies to levy surcharges on parking penalties for court operations, construction, and local purposes.
