Shifts fund allocation authority for the Active Transportation Program from the California Transportation Commission to the Department of Transportation for statewide and small urban/rural categories.

Changes fund distribution percentages: 75% to metropolitan planning organizations in urban areas with populations over 200,000, 15% to small urban and rural regions (populations of 200,000 or less), and 10% to statewide competitive awards.

Requires metropolitan planning organizations to receive funds as a lump sum and authorizes them to adopt their own guidelines or use the commission's guidelines for project selection.

Allows county transportation commissions in the Southern California Association of Governments region to create their own funding distribution guidelines that must be incorporated into metropolitan planning organization guidelines.

Imposes state-mandated local program costs on metropolitan planning organizations, with reimbursement procedures to be determined by the Commission on State Mandates.
