Permits continued general assistance eligibility when a child has been removed from the CalWORKs assistance unit due to runaway status as defined by the State Department of Social Services.

Specifies that individuals receiving CalWORKs benefits but subject to sanctions or penalties remain ineligible for general assistance.

Establishes state reimbursement procedures for any local costs mandated by this expansion of general assistance eligibility.
