Allows impoundment of vehicles for 30 days for a first conviction of reckless driving or motor vehicle speed contests if the vehicle is registered to the convicted person; requires 30-day impoundment for second or subsequent offenses.

Reduces the 30-day impoundment period by any days the vehicle was previously impounded under Section 23109.2.

Allows courts to decline vehicle impoundment if it would cause undue hardship for the defendant's family and is their only means of transportation.

Permits legal owners (financial institutions or lienholders) to claim impounded vehicles before the 30th day by paying towing and storage fees and presenting repossession documents.

Authorizes officers to issue a notice to correct for mechanical or safety violations on speed contest vehicles, requiring correction within 30 days of release from impoundment with dismissal upon correction.
