Establishes a state goal to deploy 100,000 zero-emission medium- and heavy-duty vehicles and off-road vehicles and equipment, along with supporting infrastructure, by 2030.

Requires the Public Utilities Commission, State Air Resources Board, Department of Transportation, State Energy Resources Conservation and Development Commission, and Governor's Office of Business and Economic Development to develop and update an integrated action plan for sustainable freight by January 1, 2021, and every five years thereafter.

Integrated action plan must identify strategies for deploying zero-emission vehicle technologies across the entire freight system including ports, shipyards, warehouses, distribution centers, and freight corridors.

Requires prioritization of actions that significantly reduce air pollution in low-income and disadvantaged communities as defined by the California Environmental Protection Agency.

Plan must identify funding needed for each strategy, potential funding sources, and outline new funding strategies if existing sources are insufficient, with implementation timelines for each strategy.
