Authorizes Placer County Transportation Planning Agency to impose a transactions and use tax up to 1% on all or part of Placer County (excluding Tahoe Basin) with voter approval, with revenues spent only on transportation and transit infrastructure and services.

Authorizes Solano Transportation Improvement Agency to impose a transactions and use tax up to 1% on specified city combinations (Benicia and Vallejo, or Fairfield and Suisun, with optional unincorporated county area) with voter approval.

Amends Public Utilities Code sections for San Diego County regional transportation agencies to allow partial county tax application with 2/3 voter approval and requires skilled workforce commitments for construction contracts over $1,000,000 financed by such taxes.

Requires tax revenues to be spent only within or for the benefit of the applicable area on transportation and transit infrastructure, and to supplement rather than replace existing transportation revenues.

Applies to San Diego County Regional Transportation Commission, San Diego Association of Governments, San Diego Metropolitan Transit System, and North County Transit District.
