Requires the Public Utilities Commission to assess whether electrical corporations' transportation electrification applications provide sufficient resources for 100% zero-emission school bus conversion in their service territories.

Directs the PUC to require electrical corporations to file additional applications for charging infrastructure if current plans are insufficient to transition school buses from diesel, gasoline, propane, and natural gas to zero-emission options.

Requires local publicly owned electric utilities with annual demand exceeding 700 gigawatthours to report to the Energy Commission by March 15, 2020, and biennially thereafter on investments in zero-emission school bus charging infrastructure and use of electric school buses as grid resources.

Establishes the Energy Commission as developer of a centralized clearinghouse providing information on zero-emission school bus manufacturers, pricing, and incentive programs.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges or costs will result from changes to criminal penalties.
