Prohibits electric vehicle charging stations from requiring subscription fees or membership in clubs or organizations as a condition of use.

Requires charging stations that charge a fee to provide payment options including a toll-free telephone number for credit card payment and onsite capacity for credit card payment.

Mandates disclosure of total charges, including network roaming fees for nonmembers, at the point of sale and to the National Renewable Energy Laboratory.

Authorizes the State Air Resources Board to adopt interoperability billing standards for network roaming payment methods if no international standards organization has adopted them by January 1, 2021, with compliance deadlines set by the board.

Removes requirement that state agencies restrict credit card payments to physical cards or magstripe readers on electric vehicle service equipment.
