Amends Education Code Section 87482.7 to require the California Community Colleges Board of Governors to adopt regulations establishing minimum standards for the percentage of both credit and noncredit instruction taught by full-time instructors.

Expands existing requirements that previously applied only to credit instruction to now include noncredit instruction in the minimum standards for full-time faculty teaching.

Requires community college districts with less than 75% of their instructional hours taught by full-time instructors to apply specified state funding toward increasing full-time faculty instruction percentages.

Directs the Department of Finance to transfer money deducted from district apportionments under these regulations to the Employment Opportunity Fund pursuant to Section 87107.
