Extends the Department of Housing and Community Development's review period for homeless shelter ordinances from 30 to 90 calendar days before reporting findings to legislative committees.

Expands shelter crisis provisions to apply to County of Alameda, County of Orange, any city within those counties, and City of San Jose, in addition to existing jurisdictions.

Requires Alameda, Orange, and San Jose jurisdictions to develop shelter crisis plans by July 1, 2020 (instead of July 1, 2019) and include a plan to transition residents from shelters to permanent housing.

Changes the reporting deadline for new jurisdictions to January 1 of the year following a shelter crisis declaration, and extends all reporting requirements until January 1, 2023 (instead of January 1, 2021).

Declares the act an urgency statute effective immediately upon approval by the Governor on September 26, 2019.
