Caps employer contribution rates to the Unemployment Insurance Fund for calendar years 2021 and 2022 at the rate that was in effect for that employer in calendar year 2020.

Applies to all employers except those subject to penalties for deliberate ignorance, reckless disregard, fraud, intent to evade, misrepresentation, or willful nondisclosure in obtaining favorable contribution rates.

Takes effect immediately as a tax levy under Article IV of the California Constitution.
