Authorizes police and sheriff's departments to submit substantiated child abuse or severe neglect reports to the Department of Justice for listing on the Child Abuse Central Index (CACI), effective for reports made on or after January 1, 2021, or open cases from reports made before that date.

Requires police and sheriff's departments submitting reports to adopt notification and grievance procedures, including notifying alleged abusers within 5 business days and providing forms to request a hearing.

Establishes minimum grievance hearing requirements including scheduling within 10 business days and no later than 60 calendar days, allowing legal representation, and requiring impartial review officers not involved in the original investigation.

Mandates grievance review officers render written decisions within 30 calendar days, with proceedings audio recorded and administrative records kept confidential and retained for at least one year.

Requires police and sheriff's departments to retain investigative reports for the same period as CACI listings and retain records in the same manner as other reporting agencies.
