Authorizes the Department of Transportation to lease airspace under freeways or real property acquired for highway purposes in Orange County to cities, the county, political subdivisions, or state agencies for emergency shelter or feeding programs.

Sets lease payments at one dollar ($1) per month, with an optional advance payment option to reduce administrative costs.

Requires an annual administrative fee not to exceed $500 per year, unless the department determines a higher fee is necessary to cover administrative costs.

Authorizes the Orange County Housing Finance Trust to enter into these leases to fund housing for homeless populations and persons and families of extremely low, very low, and low income.

Requires any structures constructed or modified under these leases to comply with 2016 California Building Code Appendix N and California Residential Code Appendix X standards for emergency housing facilities.
