Authorizes non-shorthand reporting corporations to engage in court reporting activities on and after January 1, 2021, if approved for registration by the Court Reporters Board of California.

Requires registered entities to pay an annual registration fee not exceeding $500, designate a board-certified reporter-in-charge as a full-time California resident employee, and comply with applicable shorthand reporting laws and regulations.

Makes registration valid for one year and subject to renewal; requires entities to notify the board within 30 days if their reporter-in-charge changes and propose a replacement for board approval.

Allows the board to revoke, suspend, or discipline a registered entity's registration for violations including unauthorized practice of shorthand reporting by non-certificate holders, directing the reporter-in-charge to violate laws, or other regulatory violations.

Requires the board to create and maintain an internet directory of registered entities; certificate holders must verify entity registration before providing services and are not penalized for relying on the board's directory.
