Defines "final form" for cannabis testing purposes as the unpackaged product as it will be consumed, clarifying that products do not need to be in final retail packaging to meet testing requirements.

Requires cannabis and cannabis products to be tested by a licensed testing laboratory before sale, with testing performed on the final form in which the product will be consumed or used.

Mandates testing laboratories issue certificates of analysis reporting chemical profiles (THC, THCA, CBD, CBDA, terpenes, CBG, CBN) and contaminant levels including residual solvents, foreign material, and microbiological impurities.

Requires edible cannabis products to contain no more than 10 milligrams of THC per serving (plus or minus 12 percent until January 1, 2022, then plus or minus 10 percent thereafter).

Permits licensees to perform onsite quality assurance testing on their own premises without bureau certification, but does not exempt them from mandatory testing at licensed laboratories.
