Amends Section 5693 of the Welfare and Institutions Code to revise principles guiding development of community vocational rehabilitation systems for persons with serious psychiatric disabilities.

Expands staffing pattern requirements to include "age" and "demographic or social characteristics" in addition to existing cultural, linguistic, ethnic, racial, disability, and sexual characteristics that staff should reflect.

Makes minor technical language changes throughout the section, including replacing "where" with "if" in multiple subsections and restructuring subsection headings from single words to explanatory phrases.

Removes provisions related to the Mental Health Master Plan that were in the original version.
