Revises the definition of "construction manager" for Construction Manager/General Contractor (CM/GC) projects to require entities be licensed contractors and able to provide or contract for appropriately licensed contracting or engineering services.

Expands the CM/GC method authorization for regional transportation agencies to include any transportation project not on the state highway system, beyond the previously limited list of expressways, specific bridges, and railroad grade separations.

Applies the revised "construction manager" definition to Department of Transportation CM/GC projects for highways, bridges, and tunnels exceeding $10,000,000 in construction costs.

Designates the County of Riverside and County of Placer as regional transportation agencies eligible to use the CM/GC method for specified projects.

Exempts the state from reimbursing local agencies or school districts for costs under the bill since it only expands the crime of perjury relating to information submitted under CM/GC methods.
