Requires metropolitan planning organizations to identify areas within regions sufficient to house an 8-year projection of emergency shelter needs, in addition to existing requirements for regional housing needs.

Mandates that starting with the 5th update to sustainable communities strategies, MPOs must assess progress in developing housing and emergency shelters and determine whether development will meet 8-year projections.

Requires MPOs to include mitigation measures in updated strategies to support development of housing and emergency shelters in identified areas to meet new 8-year projections.

Requires the State Air Resources Board's progress reports (prepared every 4 years) to include data-supported metrics on housing and emergency shelter developments related to regional 8-year projections and physical locations of these facilities in the most recent strategy updates.

Establishes that any state-mandated local costs resulting from this bill shall be reimbursed to local agencies pursuant to existing statutory reimbursement procedures.
