Requires cities, counties, and special districts to post on their internet websites a current schedule of fees, exactions, and affordability requirements applicable to housing development projects, along with all zoning ordinances and development standards.

Mandates posting of the current and five previous annual fee reports or financial reports, and an archive of impact fee nexus studies and cost of service studies conducted on or after January 1, 2018.

Requires information to be updated within 30 days of any changes and defines key terms including "affordability requirement," "exaction," "fee," and "housing development project" for purposes of the posting requirement.

Requires the Department of Housing and Community Development to include a 10-year housing data strategy in the California Statewide Housing Plan starting with the next revision on or after January 1, 2020, to be developed with a workgroup including representatives from state agencies, local governments, academic institutions, and nonprofits.

The 10-year housing data strategy must address data priorities, consistent statewide housing terminology, data quality assessment, staffing and technology costs, and information needed to enforce housing laws and inform state housing policy.
