Prohibits housing impact requirements from curing deficiencies in existing public facilities unless proportional to the project's impact, and prevents requirements based on service levels exceeding the community's current level of service.

Establishes that affordable housing access is a matter of statewide concern applying to all cities including charter cities, and allows challenges to housing impact requirements under Section 66020 with the local agency bearing the burden of proving compliance.
