Requires manufacturers of beverages in plastic containers subject to California Redemption Value to annually report to the Department of Resources Recycling and Recovery the amount of virgin plastic and postconsumer recycled plastic used, with reports due by March 1 each year under penalty of perjury.

Requires reclaimers to report annually by March 1, 2020 and thereafter the amount of empty plastic beverage containers collected, washed, and processed into flake, pellet, sheet, or other form and into food grade flake, pellet, sheet, or other food grade form, under penalty of perjury.

Defines "food grade" as recycled plastic that complies with Parts 174 to 179 of Title 21 of the Code of Federal Regulations.

Requires the Department of Resources Recycling and Recovery to create and disseminate standardized forms for manufacturers and reclaimers to use when submitting required reports and to post all reported information on its website.

Excludes refillable plastic beverage containers from these reporting requirements and specifies no state reimbursement is required for any costs incurred by local agencies or school districts.
