Requires local educational agencies to issue credit on official transcripts for coursework satisfactorily completed by specified pupils (foster care, homeless, former juvenile court school, military families, migratory, or newcomer program participants) even if the entire course was not completed.

Mandates that local educational agencies contact prior schools within 2 business days to request transcripts showing full or partial credits, and prior schools must deliver transcripts within 2 business days of enrollment notification or records request.

Requires local educational agencies to accept and transfer partial credits issued by other agencies onto their own official transcripts, combining credits earned in the same subject for graduation requirement and college admissions purposes.

Prohibits requiring these specified pupils to retake satisfactorily completed courses, and allows them to continue in the same or equivalent course when partial credit is awarded.

Establishes complaint procedures under Uniform Complaint Procedures for noncompliance, with appeals to the state Department of Education receiving written decisions within 60 days.
