Community colleges must automatically collect a $2 student representation fee at registration if a student body association exists, eliminating the requirement for a student election to establish or terminate the fee.

Students may refuse to pay the fee without providing a reason, with the option to opt out on the same form used for fee collection.

One dollar of the $2 fee must be distributed annually to a statewide community college student organization recognized by the Board of Governors, effective for all fees collected (not just those adopted after January 1, 2014).

The statewide student organization must meet specified goals including sustainable representation, fiscal management, public transparency, and supporting student participation in statewide higher education policy and advocacy activities.

Community college districts may retain up to 7 percent of collected fees to cover administrative costs, and must annually report fee revenues and expenditures to their governing board and website.
