Establishes the Lithium-Ion Battery Recycling Program in the Department of Resources Recycling and Recovery to track and manage lithium-ion batteries and battery-embedded products sold in California.

Requires covered entities (manufacturers, importers, and sellers of lithium-ion batteries and products containing them) to provide lists of covered products sold and sales numbers to the department by March 1, 2021, and update annually.

Sets mandatory collection and recycling rates for covered entities: 25% by December 31, 2025; 50% by December 31, 2028; 75% by December 31, 2031; and 90% by December 31, 2034.

Requires covered entities to establish stewardship programs independently or through stewardship organizations to collect, transport, and recycle covered products using take-back programs, deposit systems, or participation in existing battery recycling programs.

Directs covered entities to pay administrative fees to the department quarterly beginning July 1, 2021, with fees deposited into the Lithium-Ion Battery Recycling Cost of Implementation Account to cover program administration and enforcement costs.
