Renames the Santa Monica Bay Restoration Project to the Santa Monica Bay Restoration Commission and transfers administrative oversight from the State Water Resources Control Board to the State Coastal Conservancy.

Requires the Secretary for Environmental Protection, Secretary of the Natural Resources Agency, State Coastal Conservancy, and the Commission to enter into a memorandum of understanding to coordinate state programs affecting Santa Monica Bay.

Establishes the commission's purpose as promoting restoration and enhancement of Santa Monica Bay and its watershed with specific goals including ecosystem protection, water quality improvement, climate change resilience, and public engagement.

Authorizes the commission to request and receive federal, state, local, and private funds; award grants; and coordinate activities among federal, state, and local agencies for bay restoration.

Creates the Santa Monica Bay Restoration Account in the State Treasury to support commission activities, with existing General Fund and bond proceeds transferred into the account.
