Authorizes student athletes to enter into contracts with athlete agents without losing student athlete status if the contract complies with their educational institution's policy and National Collegiate Athletic Association bylaws, and includes a termination clause if the student returns to school instead of pursuing professional employment.

Permits athlete agents and their representatives to offer or provide money or other benefits of value to student athletes if authorized by and compliant with the educational institution's official written policy and NCAA bylaws.

Requires athlete agents who provide money or anything of value to a student athlete to file an itemized monthly report with the athletic director (or designee) of the student athlete's educational institution by the fifth day of the following month.

Maintains warning notice requirements in agent contracts unless the contract meets specific conditions: institutional authorization, NCAA compliance, and inclusion of a termination clause for students who return to school.

Allows educational institutions to adopt and enforce stricter policies regarding athlete agent solicitations and interactions with student athletes than those required by state law.
