Extends the Dental Board of California and executive officer provisions to January 1, 2024 (previously set to expire January 1, 2020), and shifts member removal authority from the Governor exclusively to the appointing authority that appointed each board member.

Prohibits the board from accepting new foreign dental school applications beginning January 1, 2020, requiring them instead to pursue accreditation through the Commission on Dental Accreditation of the American Dental Association or comparable body; previously approved schools must complete this accreditation by January 1, 2024 to remain approved.

Expands dental licensure requirements to include fingerprinting for background checks, disclosure authorization for National Practitioner Data Bank information and DEA registration verification, and specifies that examinations must assess competency in diagnosis, treatment planning, and various dental specialties.

Requires registered dental assistant applicants to pass the Registered Dental Assistant Combined Written and Law and Ethics Examination and complete board-approved courses in infection control, the Dental Practice Act, and basic life support.

Abolishes the State Dental Assistant Fund on July 1, 2022 and transfers all funds to the State Dentistry Fund; establishes probation disclosure requirements for licensees, telehealth provider identification obligations, and prohibits dental service providers from requiring patients to waive complaint rights with the board.
