Authorizes individuals to file civil lawsuits against anyone who, motivated by protected status (race, religion, sex, etc.), makes a false "911" call to have police contact them with intent to harass, discriminate, or infringe on their rights.

Prevailing plaintiffs can recover general damages, emotional distress damages, special damages, punitive damages, or statutory damages between $250-$10,000, plus reasonable attorney's fees and costs.

Amends Penal Code Section 148.3 to allow a person falsely reported in a violation of that section to be considered a victim for purposes of hate crime determinations.

Makes a false report that constitutes a hate crime punishable as a misdemeanor or felony if committed to intimidate or interfere with another person's constitutional rights.

Provides that no state reimbursement is required because costs result from creating a new crime or changing criminal penalties.
